PROJECT TASKS:
  1. Functional Measurement Requirements: (Final Draft completed 1/10/02): Determine, through internal discussion and solicitations of OSM and other agencies, the essential functional capabilities of the RSMS. The assessment of capabilities will include critical measurement types and analysis outputs (e.g., broadband spectrum surveys, interference resolution, and equipment emission characteristics). These requirements list the broad range of measurement capabilities, some of which will be implemented in the first year of development and some which will be implemented as the system continues to develop and expand.

  2. Technical System Requirements: Determine the system specifications (Vehicle, RF, software) required to meet the functional requirements determined in Task 1.

  3. Initial System Design and Planning: To satisfy the requirements of Task 2 and 3, develop measurement and analysis algorithms, identify instrumentation requirements, conceptually integrate the system, and develop contractual statements of work. Outputs will include a draft NTIA Report describing the final system.

  4. Implementaton and Procurement: Implement the initial system design through the following activities: procurement, contracting, equipment construction, software development, proof of concept verification, and testing of individual elements.

  5. Integrating and Testing: Integrate the individual components into a complete system and verify operational capabilities.

  6. Final Report: Update and publish the draft report produced in Task 4
